Moses judged the people's disputes from morning until evening. When Jethro saw this, he advised Moses to teach the people God's statutes and choose capable, God-fearing, trustworthy men as leaders of thousands, hundreds, fifties, and tens. They would judge the ordinary cases, while the difficult cases would come to Moses. Moses listened to this wise counsel.
