The Israelite officials blamed Moses and Aaron, saying that they had made the people's situation even harder. Moses honestly prayed to God in his confusion. God answered him, remembered His covenant with Abraham, Isaac, and Jacob, and promised to rescue the people and be their God. Yet the people were too crushed by hard labor to listen, and Moses still brought his fear before God.
